usually they are the ones who "get" first hit at the ball when coming from the opponent...
in addition to reception as their main responsibility, liberos are not allowed to serve and toss/set the ball. . . they only stay at the back line taking the place of one regular player . . . not actually a substitution . . . this allows the regular player to rest while her rotation is at back line and the libero to do her role since she's considered as the best receiver

You are right. Liberos are not allowed to serve and also to block. However, they are permitted to attack provided the height of the ball is not above the net...

regarding the setting, i heard during tv coverage of v-league that it's not allowed together w/ serve and block . . . i guess they must have missed that setting is allowed provided it's backline to frontline and vice-versa . . . thanks for the clarification . . . also, the attack where the ball is not above the net, can it be done by any player wherever she's standing? . . . say, her rotation is in back line and she does that in frontline

Regular players who are at the backline of the rotation can attack the ball even if its height is above the net provided that his/her hands don't go over the net Otherwise, it will be an illegal backrow attack violation.
